स्वर्णजयंती ग्राम स्वरोजगार योजना (SGSY)

योजना का विस्तृत विवरण

The scheme is being implemented in the State w.e.f. 01.04.99. It aims establishing a large number of micro enterprises in the rural areas, building upon the potential of the rural poor. The objective of SGSY is to bring every assisted family above poverty line in three years. The scheme was launched in the State in w.e.f. 1st April 1999.
Objective: To set up micro enterprise in rural area by rural BPL
Eligibility: Rural BPL /Credit assistance through Individual & SHGs.
Revolving fund @ Rs. 10000/- per beneficiaries through DRDA
Loan Limit: As per project cost
For Individual:-
30% of project cost subjected to maximum of Rs. 7500/-
SC/ST 50% of project cost subjected to maximum Rs. 10000/- per beneficiaries
For SHGs:- 30% of project cost subjected to maximum Rs. 1.25 lacs per group.
Security:    NIL (For Individual up to Rs. 50000/- & For SHGs up to Rs.10.00 lacs)
Number of member in group should be minimum 10, however in case of difficult area (decided by State level SGSY Committee), no. of member may vary from 5 to 20.

स्वर्ण जयंती शहरी रोजगार योजना (SJSRY):

The Swarna Jayanti Shahari Rojgar Yojana (SJSRY) seeks to provide gainful employment to the urban unemployed or under employed poor though encouraging the setting up of Self Employment ventures or provision of wage employment. The scheme is being implemented in the state w.e.f. 01.12.1997 subsuming earlier scheme for Urban Micro Entrepreneurs (SUME) in it.
Eligibility: All Urban Poor irrespective of educational qualification. Financial assistance through Individual & SHGs
Revolving fund Rs. 25000/- @ Rs. 2000/- per member
Loan Limit:
Project cost should not exceed Rs. 2.00 Lacs/ borrower
In case of urban women SHGs, group of at least 5 women will be eligible under the scheme.
For Individual: - 25% of project cost subjected to maximum of Rs. 50000/- (No collateral)
For SHGs: In case of urban women SHGs (Group consist at least 5 women), 35% of project cost maximum Rs. 3.00 lacs.
Security:  NIL (Up to Rs. 1.00 lacs for Individual & Rs.10.00 lacs for SHGs)

Eligibility: Rural & Urban unemployed above 18 year.
For Manufacturing Projects (Manufacturing) cost above 10.00 lacs & Service projects above Rs. 5.00 lacs, minimum education qualification is 8th pass.
Loan Limit:  As per project cost, subjected to maximum ceiling limit
For Service projects                                        -           Rs. 10.00 lacs
For manufacturing projects                             -           Rs. 25.00 lacs
Project cost includes capital expenditure & one cycle of working capital. Project cost does not include land cost.
In Urban area:

In Rural area:

अनुसूचित जाति-जनजाति हेतु विशेष केन्द्रीय सहायता योजना (SCA for SC & ST)
Objectives:  Provide financial assistance to SC/ST for generating economic resource for self employment

  • Applicant should be BPL from SC/ST category
  • Bonafied resident of the State
  • Age above 18 year
  • Annual Income of applicant should not be above Rs. 20000/- (Rural Area) & Rs. 21400/- (Urban Area)

It includes various Banking & Non-banking Schemes. Banking schemes are as under:

  • Package of Practice (POP)
    • Includes various activities (micro enterprise/service/small business), which generate sufficient income.
    • In Rural as well as Urban area
    • Subsidy :- 50% of project cost subjected to maximum Rs. 10000/- (Remaining amount through Bank Credit)
  • Auto Rickshaw
    • Financial assistance for Auto Rickshaw to SC –BPL.
    • Applicant must have a driving license for Auto.
    • Unit cost is Rs. 50000/- for Petrol Auto Rickshaw & Rs. 80000/- for Diesel Auto Rickshaw.
    • Subsidy :- 50% of project cost subjected to maximum Rs. 10000/- (Remaining amount through Bank Credit)
  • Individual Pump set
    • Financial assistance to SF/MF from SC category BPL for development of irrigation facilities.
    • Capacity of Pump set 5 h.p. to 10 h.p. with supporting accessories.
    • Only BIS mark Pump set is financed.
    • Application through Block Development Officer (BDO)
    • Subsidy :- 50% of project cost subjected to maximum Rs. 10000/- (Remaining amount through Bank Credit)
  • Improved Cattle (Buffalo/Cow)
    • Financial assistance to SC category BPL for dairy development activities.
    • Construction of shed for animal by applicant.
    • 3 improved breed of cow/buffalo
    • Unit cost for improved buffalo is Rs. 31000/- and cross breed cow is Rs. 26300 decided.
    • Subsidy :- 50% of project cost subjected to maximum Rs. 10000/- (Remaining amount through Bank Credit)

स्वावलम्बन योजना (Swavalamban Yojana):
As per Budget Announcement 2004-05, any Primary pass SC unemployed youth (Beneficiary) availing financial assistance from Banks under any scheme of SCST Corporation is also eligible for 5 % Interest subsidy on applicable interest rate on bank loan.

मैला ढोने वालों के पुनर्वास हेतु स्वरोजगार योजना (SRMS):

The scheme started from 09.01.2007. Under the scheme, beneficiary is free to adopt any income generating valid activities. Scheme provides the training for skill development, capital subsidy, interest subsidy through bank loan to all identified manual scavengers.

  • Training upto one year with maximum permissible expenses Rs. 14000/- per beneficiary.
  • Stipend @ Rs. 1000/- per month during the training period.
  • Under micro finance, loan upto Rs. 25000/- and under term loan upto Rs. 500000/- (maximum)

Repayment of loan and interest rate:

  • Project cost up to Rs. 25000/- :- Repayment period is 3 year and rate of interest @ 4% for women & @ 5% for others.
  • Project cost above Rs. 25000/- :- Repayment period is 5 year and rate of interest @ 6%.

Subsidy :-

  • Project cost up to Rs. 25000/- :- 50% of Project cost or maximum Rs. 12500/-
  • Project cost above Rs. 25000/- :- 25% of project cost. Minimum Rs. 12500/- and maximum up to 20000/-

आर्टिजन क्रेडिट कार्ड योजना (Artisan Credit Card)

In March 2003, Artisan Credit Card (ACC) scheme was introduced to meet ton the credit requirements of artisans both for their investment as well as working capital needs up to the maximum limit of Rs.2 lacs.

Main features of the scheme are as under:-

  • All artisans involved in production/manufacturing process are eligible. Preference would be given to artisans registered with Development Commissioner (Handicraft)
  • Thrust in financing clusters of artisans and Self Help Groups (SHGs)
  • No Collateral security.
  • Beneficiaries will be issued with a photo card indicating sanctioned limit and validity period of credit facility.
  • Credit limit would be fixed based on assessment of working capital requirements as well as cost of tools and equipments required for carrying out manufacturing process.
  • The limit could be valid for a period of three year subject to annual review by the bank.
  • Beneficiaries registered with Development Commissioner (Handicraft) would be eligible for coverage under group insurance scheme and the premium paid by Government and the beneficiaries in the ratio of 60:40 respectively or as mutually agreed between office of the Development Commissioner (Handicrafts) and Insurance Company.
  • Insurance cover may be arranged for assets financed as per existing practices in the banks.
  • Bank who is member of Credit Guarantee Trust Fund for Small Industries (CGTSI) would be eligible for credit guarantee cover under the scheme.
